PCM will not fire pump unless it's seeing rpm. You should get about a 5 second activation signal when key is turned on then it cuts out if rpm isn't seen. I've been running into a few security system issues lately. An alarm that the owner didn't know he had, key falling away from reader in an after market remote, etc.

Let's take a step back. A few things here. We have weak spark and low fuel pressure. If you spray fuel into the intake will it fire up? You have voltage at the relay but if you manually activate it what are the amps. Something in my head (besides marbles) is making me think to look into a wiring issue. The primary feed wire to the accessories may be compromised. The amp reading is the key here. If amps are good then look elsewhere. I learned a long time ago a test light will on occasion lead you falsely along. I had a head banger and finally i started tracing by amps and found a wire that once hosted a dreaded scotch lock had been moved and it opened at the splice and 1/2 the strands were cut. Eventually it caused a burn at that point that left enough strands to show voltage but couldn't carry the amp load. This may be one of those "outside the box" issues that there is no real proper diagnostic flow to follow. Sometimes after market pimple faced kid installs take a while to crash.

Thats not enough. Either a restriction somewere(filter?) or a weak pump.

If it has a regulator it could be stuck open.
