We have to start charging this fee April 1. I heard that Mitchell will be updating the software to provide a line for it. Is it in progress? When will it be available?

Unless I'm missing something, you don't need an update to the program for this. You can track and collect fees as it is now in the program.
Step 1 is adding an Account Class for Battery Fees. It will make it very easy to track at the end of the day/month/year when you run the Revenue By GL report.
Then create an inventory part for the fee. Set the Account to the Battery Fees account you created. Set the category to the one you use for batteries.
Add this part when needed, but you should also attach it to any batteries you have in inventory to automate the addition for those.

The actual policy for battery is attached to this post; takes effect on April 1st, 2017. (not a joke)
