Find Parts Purchased Never Sold?

Dealing with parts returns, and having trouble finding a report to show EVERY part ordered, and not just parts actually sold. Part # search returns only parts from an RO, and parts by vendor does the same. Is there any report to show all ordered parts opposed to just sold/invoiced?

If the part(s) were ordered with a Purchase Order, the Search option here would find it:
