2002 IMPALA LS, HORN STAYS ON ALL THE TIME.
I REMOVE THE AIR BAG, REINSTALL THE AIR BAG AND THE HORN WILL NOT GO OFF. THEN IF I PRESS THE HORN PAD THE HORN WILL STAY ON TILL THE BAG IS REMOVED AGAIN. FUSES AND RELAYS ARE OK.

Needs new airbag cover. Only way to get it is with airbag.

THATS WHAT I THOUGHT BUT I CANT UNDERSTAND WHY IT ONLY GOES OFF AFTER PRESSING THE HORN PAD. THEN REMOVE AND REINSTALL THE BAG AND IT WONT GO OFF TILL ITS PRESSED AGAIN. IF THE BAG/HORN PAD WAS SHORTED WOULDNT IT GO OFF AS SOON AS I INSTALL THE AIR BAG? THANKS

The cover is warped and once you press it it keeps enough pressure on the contact that it won't stop honking. I've seen this more than once.

be sure when you load the new one tighten everything evenly....................

You make a good point steve. Even tightening is becoming more of an issue than ever before.
And I have seen this exact same thing on a Ford Windstar.
